Mr. Willie Chua Depositario (AA ’54, AB ’56), A posthumous award for Outstanding FU Alumnus for 2005 in the field of Education.

This man had gone a long way from his roots in Ayungon in 1931. He finished his Associate in Arts (pre-Law) in Foundation University in 1954, then moved on to earn his BA in Social Science minor in English, graduating cum laude in 1956.

From then on, he was either on training, speaking in various conferences in Asia and US, or managing development projects. In 1968, Willie went to Wales to work for a Diploma in Advanced Journalism from the Thomson Foundation Editorial Study Center. By the following year, he had also completed his MS in Community Development minor in Agricultural Communications from UP Los Banos. For years later, he completed his Ph.D.in Extension Education minor in Agricultural Education & Agricultural Communications either as college or university scholar, also from UP Los Banos.

Dr. Depositario was president of Foundation University in its transition years form 1986 to 1989 before and after that time, he was professor at the Department of Development Management of the College of Economics & Management of the University of the Philippines in Los Banos., Laguna from 1964 until he retired in 1996.

As an educator , Dr. Depositario was not only after his professional advancement, but he was known as a patient and meticulous graduate theses/dissertation adviser to over 200 master and doctoral students in a span of 22 years in Community Development , Extension Education, Agrarian Studies, Cooperatives, Rural Development, and Management .

Dr. Depositario’s quest for knowledge never wavered. He worked on and published several researches on agricultural farming, agrarian reform, forestry, farming in market economy, economic analysis.

Aside from his publisher academic and scholarly works, Dr. Depositario was also a prolific feature writer on the side. He wrote more than 200 articles in national magazines like the Manila Chronicle and the Philippines Free Press.

In his 33 years of hard work in the field of education, outstanding awards are not new to Dr. Depositario. Their children: Denis, UP professor Dinah, agronomist Donna, FU Vice President Dinno Depositario, medical doctor Dewi, University of Minnesota Prof. Divah Yap say this award from Foundation University would have pleased their father most because this is where he got his formal academic training, and where he actually came back to serve his Alma Mater as president.

Dr. Profetiza Sun Lim (HS ’63, Ed.D ’87) is the Outstanding FU Alumnus for 2005 in the field of Education.

Tessie, as she is called by her colleagues in the academe and in the community, earned her Doctor of Education in 1987 from Foundation University.

Like most humble people in the academe, Lim lists her profession simply as “teaching”.  For five years starting in 1967, Dr. Lim taught in Guihulngan, and she also taught in Baguio City for the three years and in Dumaguete City for two years. Then she tried to apply her expertise at the Construction Development of the Philippines (CDCP) Mining in Basay fro three years.

Realizing that her heart was really in teaching Dr. Lim moved back to Dumaguete City Division in 1892 and steadily moved up the professional ladder for the past 35 years. She rose from elementary school head teacher, principal, Education supervisor in English, and currently, as officer-in-charge of the Office Assistant Schools Division Superintendent of the Department of Education.

Because of the expertise and years of experience, and the impact of her position in the community, Dr. Lim has been invited to speak in various conferences here and in Japan, and serve in various capacities pro bono.

Her diligence and hard work have not gone unnoticed. In 2003, the Department of Education award Dr. Lim as Outstanding Supervisor. In 1996, she was also named Outstanding Alumnus of the Silliman University College of Education. In 1984, she was cited as Outstanding Teacher of Region 7.

Dr. Lim does not limit the application of her expertise to administrate and management capacities alone. She taught at the College of Education of  Foundation for 11 years, before she started teaching at the Graduate School for five years now, always encouraging her staff and colleagues to get further training and study

Dr. Lim is married to Engr. Eliseo with whom she has four children, all professionals and gainfully-employed. Dorothy Lara Visitacion, Barbara, Renante Angelo and Micolo.

Judge Roderick Abella Maxino (HS ’71, BSC ’75, LLB ’79) is the Outstanding FU Alumnus for 2005 in the field of Law.

Like his five other equally- successful brothers and sisters, Judge Maxino went to Foundation Elementary, Foundation High School and Foundation University from 1962 to 1979 when he earned his BA in Commerce and Bachelor of Laws.

And even after he finished college, Judge Maxino came back to Foundation to teach for 24 years at the College of Business Economics and Accountancy.

When government service beckoned, Roderick took on the job as clerk of Court, then as prosecutor, and now as judge all in a span of 23 years of diligence and hard work.

At Branch 32 where he is assigned, Judge Maxino always keeps his focus on his job, acting on cases with quality, and with dispatch, thereby drastically reducing the normal backlog of cases. Quality wise, the cases that Judge Maxino have acted upon have been sustained in the higher courts upon appeal.

Judge Maxino leads his wife Margarette Roxas and their two sons Izzy Martin and David Timothy in a simple lifestyle, and inculcates in the teenagers love of God, country and fellowmen.

Mr. Atilano Villariza Merced Jr. (BSJ / LLB ’72, MBA ’83) is the Outstanding FU Alumnus for 2005 in the field of Community Service
               
Mr. Merced finished his BS in Jurisprudence and Bachelor of Laws in 1972 from Foundation University. He also earned his Masters in Business Administration in 1893 from Foundation. But he is an agriculturist by professor, having graduated of the Philippines College of Agriculture in 1959 during the presidency of the FU founder Dr. Vicente G. Sinco.

Mr. Merced worked with government, particularly the Bureau of Plant Industry, for about 16 years, where he had opportunity of working with the people at the grassroots where the impact of his efforts were greatly felt.

Mr. Merced was site manager of the World Bank-funded Central Visayas Regional Project in the watersheds of Bayawan City and Siquijor, he was the regional coordinator of the CVRP Upland Project, he was researcher of the Local Government  Development Foundation on CVRP decentralization schemes for Oriental Negros and Siquijor.

As project manager and executive director now of the multi-awarded Rtn. Ting Matiao Foundation, Mr. Merced is hands-on in the preparation of feasibility studies and watershed developments plants for upland and coastal communities. He has to his credit more then 20 project proposals that were eventually fully funded by foreign and local grants.

As private citizen, his involvement with community projects in the Province is extensive .He is director of the Negros Oriental Network of NGO’s and People’s Organizations, the provincial Monitoring Coordinating Counci, the Multi-sectorial Monitoring Team of the Palinpinon Geothermal Plant, the Sanitation Council, and the Governing Board for Southern Negros Geothermal Airshed.

Mr. Merced married Cecille Amiscaray, they have four children who are now professionals Juncel, Marjorie, Stephen, and Christine.

Atty. Cresencio Napigkit  Palpagan, Jr. (Acctg ’84) is the Outstanding FU Alumnus for 2005 in the field of Accountancy.

Cresencio is not only a lawyer, he is also a certified public accountant for which he was trained here at the Foundation University College of Business Economics and Accountancy from 1980 to 1984.

His colleagues at the CP Import Corp. in Cebu, of which he is president, describe as driven and “very determined”. Not contented with being a CPA, he went to extend his professional base.

He now manages the Palpagan Law and Accounting firm in Dipolog City, Zamboanga del Norte, and a branch in Cebu  City.

Atty. Palpagan, 41 years old, married Maridel Dengal, and they have three children: Marc Ivan, Mari Kris, Marc Justine. They are based in Dapitan City.

Gregorio Partosa Paltinca (BAT ’78) is the Outstanding FU Alumnus for 2005 in the field of Agriculture.

His classmates in Bachelor of Agricultural Technology here at Foundation University in 1974 somehow knew Gregorio was going to get “somewhere”. He was one of the Top 10 Students all the time, he always actively participated in the various academic and extra-curricular activities, he was a recipient of the Dean’s Award.

Soon after he finished college in 1978, Mr. Paltinca could have returned home to Zamboanguita but was hired by the Department of Agriculture as agricultural technician. In his job, he was always dealing with the farmers in the rural areas, thinking of ways to better their plight, and improve their small farming communities.  He admits he learns a lot of practical things from the farmers too.

From that time when he was agricultural technician, Mr. Paltinca rose from ranks in the last 26 years.  From farm management technician, to senior extension service technologist, to supervising ES technologist, to senior agriculturist to supervising agriculturist, to assistant provincial agriculturist.  He is now Provincial agriculture officer of Oriental Negros, and implements their mandates in fisheries, crops, research, rural institutional development; planning, monitoring, and information system; soils and water management as expected by national government.

Mr. Paltinca married Angela Credo and they have three children.

Ma. Isabel Longa Sagarbarria (Acctg ’81) is the outstanding FU Alumnus for 2005 in the field of Entrepreneurship.

Maisa, as she is more fondly called, is best remembered in campus by her former teachers and classmates in the late 1970s for the her features and gentle demeanor.  But her former teachers would also be the first one to insist that Maisa is more than just a mestiza face with good breeding.  In her business math analysis and
business statistics classes, she almost always aced the exams.

Being married to a sugar scion did not stop her from doing more.  She knew what she wanted in life, she knew which direction to take.  In fact, she started several businesses while she was still in college.  After earning her degree major in Accounting, she hurdled the CPA exams, which she found her stable job with Banko Sentral ng Pilipinas.

Maisa soon left a good-paying job to be become an entrepreneur, She and her husband Chiquiting then put up a meat shop that later expanded to become a grocery store that they called Scoobys from her husband's nickname. When a huge supermarket opened in Dumaguete, Maisa's business acumen and conscientiousness with regard to competition told to metamorphose Scooby's (San Jose) into a fastfood and pioneer a Scooby's grocery store in Tanjay City instead.

Such an arrangement must have worked for the last 13 years or so because  Maisa, as operations manager, has opened more branches than she  had dreamed  of Scooby's  Real (Noreco). All branches provide  fast Internet and computer services.

She hopes to pass on her business secrets to her children -- Chabeli Pinili, Chaco, and Chessa -- so they could continue providing employment for more than 260 local students and graduates. Some of Maisa's employees who had stopped schooling attest to how she would always encourage them to get a college education if they had to succeed in the world of business someday.

Isn't this the true Foundationite? One who works hard not only for her personal goals, but for the life goals of countless others Maisa Longa Sagarbarria is an inspiration, a classic example for Foundationite-entrepreneurs to emulate.

Atty. Rene Tianco Tale (HS ’70) is the Outstanding FU Alumnus for 2005 in the field of Corporate Business Management.

Rene graduated as class valedictorian at the Foundation University High School. While here from 1964 to 1970, he earned honors for Foundation in his participation in several inter-school academic and extra-curricular competitions.
               
He then left for Manila where he completed his BA in Economics, and his Bachelor of Laws from the Ateneo de Manila University.
               
The education and training he acquired , the values he gained, and the exposure he had to various aspect of student life, as leader of his class, and member of the FU Student Government provided him a strong foundation for involvement in corporate activities and participation in community services in his later years.
               
For 28 years, Atty. Rene Tale was with the Bank of the Philippines Islands, starting as clerk/bookkeeper of the Savings Account department , staff assistant of the Retail Banking Group in the head office, credit investigator of the Credit Services Group, legal assistant in the Legal Services Division head of the Labor Relations Department in the Human Resources Division branch manager of A BPI branch in Pasig City, head of ther Opinions & Research Department in the ER Management Division.
               
For a few months, Atty. Tale was part of the management negotiating panel, taking with the union leader for a new collective bargaining agreement in 1987, he was also temporarily assigned as legal officer of the Presidential Commission on Good Government (PCGG) under the Office of the President of the Philippines.
               
At BPI, he handled his functions professionally and had shown integrity beyond reproach. The skills he displayed in the conduct of negotiations always resulted in peaceful, amicable, and fruitful settlements.
               
For the past two years, Atty. Rene Tale has been with the Manila Water Co. as head of the Legal Department where he continues to conduct himself as a professional and respected corporate officer.

He married Annabelle Jambora, with whom he has two children.

His values for the hard work, sense of responsibility, and accountability, love of fellowmen and country have put public interest above self.

With Atty. Rene Tale as example, he has shown the kind of graduates that Foundation University provides the community and the nation as its contribution to the building up of a pool of excellent professionals, true servant-leaders. Indeed, Atty. Rene Tale has done the University proud!
