Dr. Carol Maxino - Yorobe
Research
Dr. Yorobe has served as Deputy Executive Director of the Philippine Council for agriculture, Forestry and Natural Resources Research and Development (PCARRD).
She also held the position of Assistant Secretary of the Department of Science and technology (DOST) in Bicuan, Taguig, Metro Manila. Dr. Yorobe has received numerous prestigious awards including First Recipient the Outstanding Employee Award for exemplary administrative service to PCARR in 1981, in recognition award for significant contribution to the National Research and Development system and for Professional Loyalty Awards in 1985, 1990 and 1995.
Dr. Yorobe obtained her Bachelor’s degree in Commerce, major in Accountancy, Magna Cum Laude and College Valedictorian from Foundation University in 1973. She earned her M.A. in Agricultural Business Management in 1978 and her Ph.D. in Public Administration in 1995 from the University of the Philippines. Dr. Yorobe, a native of Dumaguete, was born on July 5, 1954.
JUDGE ELEUTERIO E. CHIU
Law
Judge Chiu earned his MA and LL.B. degrees with highest honors and cum laude in 1957 and 1961, respectively, from Foundation College . Judge Eleuterio Chiu received Most Outstanding Alumnus Awards in 1978, from Foundation University and President Citation Award in 1986 from Rotary International. He has served as Regional Trial Court Judge, Region VII. Judge Chiu is married and presently resides in Pulantubig, Dumaguete City .
JUDGE ALFONSO P. BRIONES
(Posthumous) Law
Judge Briones earned his Bachelor of Laws in 1965 from Foundation University . He was appointed OIC of the Sangguniang Panglunsod in Dumaguete City and as Judge of the Regional Trial Court, ranch 38 in Dumaguete City . He was born on January 26, 1941 in Candu-ay, Dumaguete City and was married to Maria Luz Rebotiaco with whom he had three (3) children.
MR. BENJAMIN T. LEONG
Public Service
Mr. Leong obtained his Bachelor of Arts degree, Cum Laude, from Foundation College in 1956 and Master of Arts degree in 1965 from the University of Michigan . He earned his diploma in National Development in 1971 from the Institute of |Social Studies, the Hague , Netherlands and Career executive Service Development Program in 1976 from the Development Academy of the Philippines in Tagaytay City . Mr. Leong served as the Secretary of Agrarian Reform, under President Corazon C. Aquino, 11 th President of the Republic of the Philippines . Currently, he sits as the Director of Kagay-anon Rural Bank in Cagayan de Oro City and Chairman of the Borad of Desarallo International, Inc. in Quezon City . Mr. Leong received the prestigious First Distinction Award in 1999 from the Presidential Agrarian Reform Council at Malacanang Palace , Outstanding Performance award in 1991, (as Secretary of Agrarian Reform) from Xavier University Alumni Association, Metro Manila and Lingkod Bayan Award in 1979, given by the Career Executive Service Board for Outstanding Performance as Regional Director in the Philippines . Mr. Leong, born on July 11, 1936, hails from Tayasan, Negros Oriental and is married to Edna C. Lee with whom he has three (3) children.
DR. JOSE T. TALE
Public Service
Dr. Tale was born on February 23, 1951 in Iligan City , Lanao del Norte. He is married to Felipa Lourdez Gonzales with whom he has two daughters, Vida Amabelle and Rita Pamela. Dr. Tale finished his high school education as Class Valedictorian at Foundation College in 1967. He obtained his Bachelor of Arts (A.B. Humanities) degree in 1972 and LL.B. in 1975 with second honor, from Ateneo de Manila University. Dr. Tale rose through the ranks from Undersecretary, Cabinet Secretariat, and Presidential Management Staff under the administration of President Corazon C. Aquino. He also became General Manager-Legal of the Pilipinas Shell Petroleum Corporation. Currently, he is Undersecretary of the Office of the Executive Secretary of Pres. Gloria Macapagal-Arroyo.
ATTY. MANOLITO ASOK
Public Service
Atty. Asok is engaged in public law practice in Metro Manila and at present is the General Counsel for two (2) foreign corporations with investments in the Philippines . He has served as Provincial Governor of Siquijor Province and a member of Batasang Pambansa (Assemblyman, Lone District of Siquijor). Atty. Asok was awarded Most Outstanding Alumnus in the field of Public Service from Foundation University in 1975. He earned his Bachelor of Laws degree from Foundation University and LADP course in 1974 from the College of Public Administration , University of the Philippines . Atty. Asok was born on September 28, 1938 in Maria, Siquijor. He is married and presently resides in Diliman, Quezon City .
MR. DIODORO L. OLASIMAN
Agriculture
Mr. Olasiman hails from West Balabag, Valencia , Negros Oriental where he was born on October 1, 1952. He is married to Medarda Marino, with whom he has two (2) children, Mae Adoree and Deo Michael Angelo. He obtained his Bachelor of Science in Agriculture Technology degree, major in Agronomy, minor in Animal Husbandry from Foundation University . He finished a two-year agricultural program as government scholar at Oregon State University . Mr. Olasiman served as Municipal Councilor/ Sangguniang Bayan Member-LGU in Valencia for three (3) years. Currently, he is a Realtor/Owner/Developer of Olasiman Subdivision in Bagacay, Dumaguete City . He is also the Director of Negros Oriental Dairy Cooperatives, Inc., Proprietorship/Manager of D&M Integrated Farm Enterprise and Consultant/Adviser of the Association of Barangay Councils (ABC)- Valencia , Negros Oriental.
DR. ISABELA L. MAHLER
Education
Dr. Mahler earned her Ph.D. in Education in 1986 from De La Salle University and Foundation University and has held several key positions in the field of education. She served Foundation University for 11 years as lecturer and Dean, College of Commerce . She then became Officer-In-Charged, Office of Regional Director of the Commission of Higher Education (CHED) Region 7 in Central Visayas . Currently, she is the Regional Director. Dr. Mahler received the prestigious ?Magalang Award?- Civil Service Commission and DECS in 1994. She hails from Himamaylan, Negros Occidental and was born on May 20, 1951. She presently resides in Talsisay, Cebu .
DR. LUCIANO C. MAXINO
Education
Dr. Maxino finished his Bachelor of Laws (Cum Laude), Master of Education and Doctor of education from Foundation University. He also attended Amicus University , Syracuse University and University of Wisconsin.
He received numerous prestigious awards from educational, civic and government agencies in recognition of his many contributions, such as the Outstanding Alumnus of Foundation University, Plaque of Recognition from the Boy Scouts of the Philippines, Plaque of recognition from the Civil Service Commission, Presidential Award Plaque of Appreciation from Foundation University and Plaque of Recognition from Dumaguete City Water District.
Dr. Maxino served as Dean of the School of Law and President of Foundation University. He also was the Manager of Central Savings Loan Bank for Several years. Currently, he is the first Vice-Chairman of the Negros Oriental-Siquijor Council, BSP and Professional Lecturer in the College of Law and Graduate School of Silliman University.
Dr. Maxino was born on January 7, 1962 in Ayungon, Negros Oriental. He presently resides in Daro, Dumaguete City .
DR. MATERNIDAD G. VILLARIN
Education
Dr. Villarin from Larena, Siquijor and was born on July 13, 1924. She is presently residing in Bagacay, Dumaguete City . Dr. Villarin got her Bachelor of Arts degree, President’s Honor Awardee, from Foundation University 1963. She earned her in MA in 1975 and Doctor of Education in 1989, also from Foundation University . She received a Certificate of Recognition for Excellent Academic Performance from the President and faculty of Foundation College in 1969 and a Youth Merit Award in Recognition of Outstanding Quality of Service, dependability, and leadership from the Rotary Club of Dumaguete City in 1978. Dr. Villarin served both as an administrator and a faculty member of Foundation University . At present, she teaches at St. Joseph Seminary in Sibulan, Negros Oriental.
COMMODORE FRANCISCO L. TOLIN
Military
Commodore Tolin finished his Associate in Arts in 1958 and Bachelor of Arts in 1960 at Foundation College . He entered the Military service and earned several awards, citations and promotions. He is presently retired from active military service as commander of the Naval District III in Legaspi City .
EUFEMIA BELCIÑA-MARTINEZ
Business
Mrs. Martinez finished her high school education in 1967 and obtained her BS Commerce degree in 1972 from Foundation University . At present she holds the position of President and Chairman of the Board, Belciña Pawnshops in Negros Oriental and is a very successful franchise Manager of Avon Cosmetics. Inc. Mrs. Martinez hails from Dalaguete, Cebu and is married to Dr. Baldomero Martinez with whom she has three (3) children.
ATTY. ARTEMIO M. TADENA
(Posthumous) Arts and Letters
Atty. Tadena served as an administrator in various offices at Foundation University , among them the English Department and the Office of Publications and Research. He also sat as the Chairman, Board of Editors of Horizon Unlimited. Atty. Tadena received prestigious awards including the Palanca Memorial Awards for poetry, ?Northward Into Moon?, 1969 and ?The Edge Of The Wind? in 1972 and 1974, the Cultural Center of the Philippines Award also for poetry for his ?Blooded Envelop?, 1973. National Essay Writing Contest (Essay on ?Rizal and New Society?) in 1973. In 1973 he was awarded as Outstanding Alumnus of Foundation University. Atty. Tadena obtained his AB degree in 1965 from Foundation College , His BSJ in 1974, and LL.B. in 1975 in Foundation University . He was born December 6, 1963 in Dumaguete City , and married Gemma Racoma of Cebu with whom he had two (2) children.
ATTY. ALFREDO BAROY SINGCO
Public Service
Atty. Singco finished his Bachelor of Arts in English and Political Science with honors and proceeded to take up Bachelor of Laws as a scholar and passed the Bar examinations in 1969. He became Chief of Administrative Division of the Telecommunications Office, Region VII in 1970 and from there rose from the ranks until his retirement from government service as Regional Director in 2002. During his tenure in the Telecommunications Office, he initiated a project Operation “Balikbilis” that fast tracked the number of hours spent for a telegram to reach the addressee from the time of filing to the time of delivery. This project won national recognition for its innovativeness and efficiency. Atty Singco was awarded the Most Outstanding Alumnus in 1998 by Foundation University. He was also a recipient of the Highest Achievement Award from the New Life on Family Development and Youth Council,Inc., Highest Honor National Award from the Asian Institute of Human Development,Inc. and the Centennial Patriotic Excellence Award given by People Vision Magazine. A native of Ginatilan, Cebu, Atty. Singco was born on November 8, 1937.
